replaced Press releases block by Announcements Block in the new separated Intranet test website

DNR Press release are considered as external contents for the new separated intranet website from DNR websites with different database. The only module that helped to display external content in Drupal is not covered by Security advisory, so we replaced the press releases block by Announcements block instead.
